To answer your questions, well, it doesn't really matter what you use I reckon, you could sketch something on paper and scan it into the computer and paint over it, or you could sketch it on the computer directly (Much easier with a tablet of course. ) or you could just do everything on paper, sketch and paint it, it's up to you really.
